Travel Advisories Are Advice

The Factbook carries the travel advisories of the State of the Kaharagians. An advisory is advice. It is offered so that a Kaharagian national may weigh it before travelling, and it is a summary judgement formed at a moment in time, from information that is often incomplete.

An advisory is not a guarantee of safety, and not a prediction. In particular:

  • a low advisory level, or the absence of any advisory for a country, is not an assurance that travel there is safe;
  • a high advisory level is not a prohibition on travel, and the decision to travel, and to remain, is the traveller's own;
  • an advisory does not oblige the State to assist a person who travels, and no assurance of assistance abroad is given or implied by it; and
  • an advisory has no effect on any obligation owed to a carrier, an insurer, or the authorities of the country concerned, and is not a substitute for the entry, health and safety requirements of that country.

Currency and Supersession

An advisory speaks as at the date it bears. Conditions in a country may change faster than an advisory can be revised. Only the current advisory represents the position of the State; an earlier advisory is superseded, and is retained for the record.

Foreign States

The Factbook concerns states, territories and entities other than Kaharagia. Nothing in an entry is a statement of the law of the country described, and nothing in it is a substitute for the primary sources of that country, or for the advice of its authorities.

Recognition and Diplomatic Position

Where an entry states the position of the State of the Kaharagians on the recognition of a state, a government, or a claim of sovereignty or territorial extent, that statement is an act of sovereign discretion, taken through Section II (Foreign Affairs) of the Secretariat of State. It may be revised or withdrawn at any time, without notice and without reasons.

Such a statement gives rise to no right, claim or cause of action against the State, and is not a representation as to the status of any matter under the law of a foreign jurisdiction.

Foreign Symbols

Flags, arms, emblems and other insignia of foreign states are reproduced for reference. Rights in them belong to the state concerned, are unaffected by their appearance here, and the Crown Copyright and Re-use Policy confers no permission over them.
