Whose Data Is Involved
Two different people are involved in every lookup, and their data is treated differently.
The enquirer is the person performing the lookup. No account is required, and the Portal asks for no identifying information about them. It records only the reference or serial submitted, the network address of the request, the time, and the outcome.
The holder is the person named in the underlying register entry. Their data is not submitted through the Portal. It is held by the organ that issued the document, in most cases the General Register Office, a body of the Royal Chancellery. The Portal reads that register; it does not create a separate record of the holder.
What a Lookup Discloses, and What It Does Not
A lookup by reference or serial returns a public-safe status only: that a record of that type exists, its issue and expiry position, and whether it is currently valid, suspended, expired, replaced or withdrawn. No personal particulars are returned to an anonymous enquirer.
For identity cards the Portal returns age attributes, being over 16, over 18 and over 21, in place of a date of birth, so that a document can be relied on for an age condition without disclosing when the holder was born. This filtering is applied on the server before the response is sent: the presence of a field in the register does not mean the Portal will disclose it.
Holders are not told who has looked up their document, and enquirers are not told who holds it.
Disclosure by Control Number
Particulars can be seen only by a person in physical possession of the document, who enters the nine-digit control number printed on it. A wrong control number, an unknown serial and a withheld record all return the same message, so that failed attempts cannot be used to probe the register. Control-number attempts are rate-limited by network address.
Retention and Purpose
Lookup records are kept only for abuse detection, rate limiting and operational diagnosis, under short rotation, and for longer only where they relate to an investigation. They are never used to profile enquirers, and the Portal carries no advertising and no analytics.
The register entries themselves are retained under the retention rules of the issuing organ, not those of the Portal. A record that is wrong is corrected at the register: correcting the register corrects what the Portal shows.
Responsible Organ
The controller is the organ that keeps the underlying register. Requests to access, correct or erase a register entry are made to that organ, ordinarily the General Register Office, and not to the Portal, which holds no correctable record of the holder.

What the Portal Is For
The Portal confirms the authenticity and the current status of a document issued under Kaharagian authority. It may be used to check a document you hold, a document that has been presented to you, or a document you have been asked to accept. It is free, it requires no account, and using it creates no administrative relationship with the State and is not an application for anything.
Using a Control Number
The nine-digit control number printed on a document is the key to its particulars. Enter it only for a document you hold, or which the holder has authorised you to check. Do not publish a control number, photograph it for circulation, or store it alongside the serial. A holder who believes a control number has been compromised should apply to the issuing organ for a replacement document.
Rate Limits and Automated Access
Lookups are rate-limited by network address, and control-number attempts are limited more tightly. You must not script, distribute, or otherwise engineer around those limits. Enumerating serials, guessing control numbers, scraping results, or building a copy or an index of the registers from Portal output is prohibited, and may be referred as an offence.
Honest Use of a Result
You must not alter, fabricate or stage a screenshot of a result, present a result as relating to a document other than the one checked, or represent a Portal result as a certified copy. Certified copies are issued only by the General Register Office. You must not use the age attributes for any purpose other than checking the age condition they answer, and you must not attempt to derive a date of birth from them, or correlate results across documents to re-identify a holder.
What a Result Means
A positive result means the record existed in the register, in the state shown, at the moment of the lookup. It is not a legal opinion on the effect of the document, not proof that the person presenting the document is its holder, and not a guarantee of any fact not shown on screen.
A negative result, a not-found result, or an error is not proof that a document is forged. It may reflect a mistyped reference, a record not yet published, or a temporary fault. Before acting on a negative result, check with the issuing organ.
Suspension
Access may be rate-limited, blocked or withdrawn for the conduct described above, without notice and without compensation.
