Personal Data About Someone Who Did Not Submit It
The distinctive feature of this Portal is that a nomination is a body of personal data about a third party, supplied by someone else. The person nominated does not submit the data, does not consent to it in advance, and is not informed that a nomination exists.
A nominee is contacted only if the Chancellery of the Royal Kaharagian Honours decides to proceed toward conferral. An unsuccessful nomination is never disclosed to the nominee. This is deliberate: it protects a person from learning that they were proposed and not selected, and it protects the candour of the nominator.
What Is Collected
From the nominator: their name, their contact details, and their relationship to the person proposed.
About the nominee: name and any post-nominals, occupation or standing, contact details where the nominator knows them, the grounds relied on, and any supporting material submitted.
A nominator must submit only what is needed to explain the merit relied on. Sensitive data about the nominee, including health, beliefs or family circumstances, should not be submitted unless it is genuinely part of the grounds.
Confidentiality of the Nomination File
The nomination, the identity of the nominator, the supporting material and the deliberations of the Chancellery are confidential. They are not published, are not disclosed to the nominee, and are withheld from disclosure so far as the law permits the protection of a deliberative process. A person who asks whether they have been nominated will not, as a rule, be told.
Publication of Conferrals
Conferral is a public act of the Sovereign. Once an honour is conferred, the register entry, comprising the recipient's name, the honour and grade, and the date of conferral, is published on the Portal and in the Royal Kaharagian Gazette, and is kept permanently as part of the historical record.
That entry is not subject to ordinary erasure, and a recipient cannot require it to be removed. Where an honour is later revoked or lapses, the register is annotated to show that fact, rather than emptied of the original entry.
Responsible Organ and Retention
The responsible organ is the Chancellery of the Royal Kaharagian Honours, which is not the Royal Chancellery. Nomination files, whether successful or not, are retained as an archival record of the honours system, and may be kept indefinitely.

Nominating Another Person
A nomination is a submission about someone else. Any person of legal capacity may nominate, whether or not they are a Kaharagian national. The Portal is not a route by which a person may put themselves forward for an honour.
A nomination cannot be made anonymously. The nominator must give their own name and contact details, and must be prepared to be contacted about the submission.
Duties of a Nominator
By submitting a nomination you confirm that the grounds are stated in good faith and are, to the best of your knowledge, accurate; that you have a reasonable basis for the information you give about the person nominated; and that you are lawfully entitled to pass that information to the State.
You must not tell the person that you have nominated them, and you must not represent to that person, or to anyone else, that an honour is forthcoming, is likely, or is under consideration. The confidentiality of the process is a condition of using the Portal.
A fraudulent, malicious or defamatory nomination, or one submitted to smear rather than to honour, is a misuse of the Portal and may be referred for action.
No Payment, No Solicitation
Nominations are free. Honours are not for sale. No payment, gift, favour or inducement may be offered, promised or accepted in connection with a nomination or a conferral, whether to the State, to an officer, or to any person claiming influence over the honours system. Any approach of that kind should be reported to the Chancellery of the Royal Kaharagian Honours.
No Guaranteed Outcome
Submitting a nomination does not entitle the nominator to an acknowledgement, to information about progress, or to reasons. Conferral is the prerogative of the Sovereign, and takes effect on publication in the Royal Kaharagian Gazette. Decisions are final and are not subject to appeal.
Use of the Registers
The registers may be read, cited and quoted. They must not be scraped in bulk, republished as a list or a dataset without permission, or used to compile contact information or to approach recipients.
A person may state an honour that is recorded against their name in the register, and use any post-nominals it carries. Claiming an honour, grade, insignia or post-nominal not recorded in the register is a misuse of the honours system, and may be an offence.
