Responsible Organ
The ePortal is a service counter, not a register. Where a submission made through the ePortal results in an entry in a register or in the issue of an official document, the controller of that record is the Royal Chancellery, acting through the General Register Office. The ePortal platform itself, including accounts, submissions in progress, payments and support correspondence, is operated under the Secretariat of State, Section I (Governance). Questions about a particular record should identify the service used and the reference number shown on the submission.
Data Specific to This Service
Beyond the account and correspondence data described in the general Privacy Policy, the ePortal processes:
- Identity verification results and evidence. Where a service requires verified identity, the national is asked to present a government-issued identity document and to complete a facial comparison against that document. This involves an image of the document, a facial image and a liveness check. The comparison produces biometric data used to identify a person uniquely, which is sensitive personal data.
- Identity card application data. A facial photograph meeting document standards, a specimen signature, date of birth, sex, nationality status, the machine-readable zone data derived from those fields, and a delivery address.
- Vital events data. Births, marriages, deaths, divorces and adoptions, and the family relationships they establish, including data about persons other than the applicant.
- Certified copies data. The record requested, the reason stated, and the delivery address.
- Travel registration data. Destination, dates of travel, contact details abroad and an emergency contact, held so that the State can assist a national in difficulty abroad.
- Donor recognition data. Where a national takes part in the blood donor recognition programme, blood group, donation dates and counts, and supporting evidence. This is health data.
- Payment data. The service, the amount in USD, and the payment status. Card details are entered directly with the payment provider and are not held by the State.
Third Parties
Identity verification is carried out by Stripe Identity, and payments are processed by Stripe. Stripe receives the identity document image, the facial image and the payment data necessary for those functions. Identity card production involves an external card producer, which receives only the data printed or encoded on the card, and the delivery address.
Retention Specific to This Service
Entries made in a register are retained permanently as records of State. An identity verification result is treated as current for three years, after which re-verification is required. Application files, including supporting documents and images, are retained by the General Register Office for the period needed to issue, replace, correct or defend the document concerned, and are then reduced to the register entry itself.
Terms SupplementGeneral Terms of Service
Eligibility
An ePortal account requires a K-Connect account. Some services are open to any person, including a petition for nationality. Others, including identity verification, the national identity card and certified copies of a register entry, are open only to Kaharagian nationals whose person record exists in the register. Access to a record concerning another person requires a lawful basis, such as parental authority, or an authorisation shown to the General Register Office.
Identity Verification as a Precondition
Identity verification is a standalone service and is a precondition for other services, not a part of them. Passing verification confirms only that the person presenting the document is the person the document describes. It confers no status, and it does not determine any application.
Fees
Fees are set in USD and are payable before a document is produced:
- National identity card: $20.00, valid for six years.
- Certified copy: $5.00 per copy.
- Identity verification: listed at $3.00, and provided free of charge at present.
Other services, including the nationality petition, vital event registration and travel registration, are free of charge. The fees stated on the service page at the time of submission are the fees that apply. A fee paid for a document that has been produced is not refunded because the applicant has changed their mind. A fee is refunded where the State does not produce the document, or where the State produced it in error.
Accuracy of Submissions
Every submission made through the ePortal is a declaration to the State. A person who submits information they know to be false, who presents an identity document that is not their own, or who conceals a fact material to a decision, may have the resulting document cancelled, may have ePortal access withdrawn, and may be referred for investigation. A document cancelled for this reason is not replaced free of charge.
What a Submission Does Not Do
A submission is not a decision. Applying does not create a status, does not prove eligibility, and does not commit any Organ of State to a particular outcome. A document is valid only once issued by the General Register Office. A draft, a receipt, a screen in the ePortal or a payment confirmation is not a document of the State, and must not be presented as one.
Documents Issued Through the Service
A document issued through the ePortal remains the property of the State and may be recalled, corrected or cancelled. The holder must report the loss or theft of an identity card. A document must not be altered, and an image or copy of a document must not be presented as if it were the document itself.
Delivery
Where a physical document is issued, it is sent to the delivery address given in the application. The State is not responsible for a document that fails to arrive because the address given was wrong or incomplete. Delivery times stated on the service page are estimates, and are not guarantees.
